construction -- city-funded street homes when Lebanon stock runs low

How you play
  1. homes                    watch for [BUILD] rows on the town list
  2. Walk the street when a build is active -- crew emotes at the site
  3. When the porch is ready, claim like any other home (help claim)

When few claimable street homes remain -- for players on ``homes``, or for townsfolk the city is trying to hire -- the town stakes a new address on an **existing neighborhood hub** (a street that already has homes, or one you prepared with ``populate neighborhood``). Main Street spine blocks and plazas are not build sites. Hank Berg's day crew (Civic Lumber Yard, south of Ash Garage) raises the shell in phases. You cannot claim until the porch is finished.

City rent helps fund the work (a slice of paid tenant rent plus a monthly county stipend). A small share of civic shop sales on Main Street (grocery, gas, and similar) also feeds the street fund. County refinery shifts (Highway West Mile Marker 8, south -- work as refinery_hand) add street-fund dollars and ore stock; you can clock in beside the civic hand and stack the profit. The Town Scrap Lot behind Ash Garage runs the same civic ledger on a smaller scale -- work as scrap_reclaimer. This is not a player homestead -- see help homestead for wilds plots you raise yourself.

Crew jobs (jobs.json): construction_foreman (Hank Berg) queues sites; construction_worker (Jo Reyes, Webb Lane, Cole Marsh) paths to the active site on day shift (about 7am-5pm game time). Workplace: Lebanon - Civic
