That is separate from the hostile crowd tools in help crowd-combat. Cleave splash (townsfolk) When several fighters hammer the same target in one beat, later swings carry crowd pressure. A solid hit under that pressure may clip a nearby townsfolk for reduced damage ([COLLATERAL] in the room). Town heat Hurting townsfolk where deputies can see it bumps arrest heat (like reckless gunfire). Lay low or leave civic Lebanon when the heat rises (help laylow).
