That second year freezes their apparent age forever at whatever it was the day it happened. Everyone else whose body was never mortal (Shifter, Leviathan, Djinn, Ghoul, Reaper, God, Demigod, Trickster, Elemental, Void-Touched, Dreamwalker) picks a birth year, then freely chooses how old they look. They never visibly age.
